DMC, Provisional, Degree and Migration Certificate: What Is the Difference?

Step 1 — Check the basics and DigiLocker

Check these things first. They are the most common reasons for a delay:

Then check DigiLocker. Sign in at digilocker.gov.in and look in Issued Documents for your university. If it has uploaded your DMC or degree, you can download it. Under the IT Act 2000, documents issued on DigiLocker (National Academic Depository) are treated at par with the original, and UGC has asked institutions to accept them. If your document is not there, go to Step 2.

Step 2 — Ask your college exam office

Go to your college exam office with your Roll Number and College ID. Ask if the DMC or degree has reached the college. Some universities send documents to the college first, and students are not always told.

Step 3 — Apply or track on the university portal

Open your university website and look for Result, Certificate request or Application status. If you already applied for the document, note your application number and track it. Keep the receipt. Try the university process first, before you escalate.

Step 4 — Email the Examination Branch

Send one email to the Examination Branch (or Controller of Examinations) and keep the Registrar in CC. You can find the official email addresses on the university website, usually under Contact or Examination. Attach your ID card and result copy, and use this sample:

Step 5 — Raise a complaint on the Student Grievance Portal

Look for Student Grievance on the university website. Under the UGC (Redressal of Grievances of Students) Regulations, 2023, higher education institutions must have a Students' Grievance Redressal Committee and an online complaint portal. Describe the problem in a few clear lines, add your roll number, and save the complaint number. Do not file the same complaint many times.

Step 6 — Escalate to the Registrar, Vice-Chancellor or Ombudsperson

If there is no reply, write to the Registrar and the Vice-Chancellor with your earlier complaint number. Under the UGC regulations, a grievance that the committee does not resolve in time can be referred to the university Ombudsperson. Some states also have a Right to Service law with fixed timelines. Step 7 — File an RTI (public universities)

Public universities and government or aided colleges are public authorities under the RTI Act, 2005. Send an RTI application to the university's Public Information Officer (PIO). The PIO is expected to reply within 30 days, and you can file a first appeal if there is no reply. The fee and the way to apply (online or by post) differ by state. A private university is not covered automatically, so use the grievance route there.

✅ Haryana Auto Appeal System (AAS):

Under the Haryana Right to Service Act, 2014, an appeal is raised automatically when a notified service crosses its time limit. It goes to the First Grievance Redressal Authority. If there is no decision in 30 working days, it is auto-escalated to the Second Grievance Redressal Authority, and then to the Haryana Right to Service Commission. It works only for services notified under the Act, so check whether your university's service is covered. Official portals: Auto Appeal System and Antyodaya Saral.

Studying at another university?

Open your university's official website (usually ending in .ac.in) and look under Examination, Results or Student Services for the certificate, duplicate DMC or degree application. Also check the Notices page and the contact page of the Controller of Examinations. Then follow Steps 3 to 7 above.

Official Process for Haryana State Universities (MDU, KUK, CRSU, Gurugram University)

All Haryana state universities come under the state's Right to Service (RTS) system. The Haryana Right To Service Commission's notified services list (Higher Education Department) includes these university services:

The same list names the Controller of Examination or Deputy Registrar of the university as the designated officer, the Registrar as the first grievance authority and the Vice-Chancellor as the second grievance authority. Under the state's Auto Appeal System, an appeal is raised automatically when a notified service crosses its timeline. If the first authority does not decide within 30 working days, it moves to the second authority, and after another 30 working days to the RTS Commission (AAS manual). Appeals can also be filed on the Antyodaya Saral portal or helpline 0172-3968400, for example if you are unhappy with a final decision.

  • DMC not received from my university. What should I do? Follow these steps in order: check the basics and DigiLocker, ask your college exam office, apply or track on the university portal, email the Examination Branch with the Registrar in CC, raise a grievance, escalate to the Registrar, Vice-Chancellor or Ombudsperson, and finally file an RTI if it is a public university.
  • How long should a university take to issue a DMC or degree? In Haryana, the state Right to Service list for the Higher Education Department notifies the DMC within 30 days of result declaration and the original degree within 180 days of result declaration. Other states and universities have their own timelines, so check your university's notice.
